Jeff Bader A graduate of Fairleigh Dickinson University with a Bachelor’s degree in Business Administration, and president of the graduating class of 1977. Jeff started his own company Golden Carriers over 32 years ago, and today he is a successful businessman employing over 50 people. He also serves as the elected President of the Association of Bi-State Motor Carriers, an organization that accounts for over 75% of the intermodal traffic in the ports of New York and New Jersey. In addition he has been a councilman in the Borough of Woodcliff Lake since 1990.

Joseph Curto

Joseph Curto is the President of the New York Shipping Association, Inc., appointed in September, 2009. Approaching his 40th year in the maritime industry in the Port of New York and New Jersey, Mr. Curto began his career in 1970 as a management trainee with United States Lines, then one of the largest steamship lines in the Port of New York. In 1972, he joined Maher Terminals and has spent the last thirty seven years in various positions within the company. In 2007 he was named President of Maher Terminals LLC.
During his tenure at Maher, Mr. Curto participated in the transformation of Maher’s facility in Elizabeth, New Jersey which resulted in creating the Port’s largest container cargo facility. In addition, he was instrumental in developing and managing Maher’s new container terminal in Prince Rupert, British Columbia.
Mr. Curto was an integral part of the Maher team that conceived and implemented a number of innovative cargo handling practices which are now standard industry practices. His varied responsibilities at Maher included labor relations functions as well as management over issues of broader industry importance including port-region infrastructure, maritime security, and workplace safety.
Mr. Curto served as a key member on a number of industry boards on a national and international basis, and participated as a Trustee on a number of Taft-Hartley Funds and Plans.

Joseph A. Fiordaliso

Fiordaliso is spearheading the lobbying and outreach effort on behalf of a national federation of organized labor unions to reform the trucking network that supports port operations in the New Jersey-New York region. This initiative is intended to reduce harmful truck emissions, improve working conditions for truck drivers, improve truck safety and result in cleaner air and improved public health for communities adjacent to port facilities.
Fiordaliso has also successfully navigated the owner of a large power plant based in Southern New Jersey through a maze of regulatory hurdles at the State and Federal levels including compliance with an ACO signed by the plant’s previous owner. He has engaged key decision-makers in government and the private sector to support the owner’s ambitious plan to repower the plant using aggressive pollution-fighting technology, resulting in a cleaner, lower emission plant and also protecting New Jersey’s energy security.
Prior to joining TB&A, Fiordaliso was Chief of Staff to the New Jersey Department of Transportation (NJDOT), serving two governors. In this role, Fiordaliso helped manage an agency with over 3,800 employees, an annual operating budget of $90 million, and an annual capital program of $3.2 billion. He was directly responsible for the development and implementation of the Department’s legislative and regulatory agenda and policies, intergovernmental affairs, and strategic communications and media relations.
Fiordaliso played a key role in advancing Governor Corzine’s plan to reform and replenish New Jersey’s Transportation Trust Fund (TTF). This effort resulted in the largest annual capital program in New Jersey’s history and made critical reforms to guarantee that transportation funds would be used only for transportation purposes. This effort also allowed New Jersey to move forward with plans to construct a second mass transit tunnel – Access to the Region’s Core, or ARC - under the Hudson River.
Fiordaliso helped craft a landmark $74 million Pedestrian Safety initiative, which distinguishes New Jersey as the only state with a program specifically line-itemed for pedestrian safety.
Fiordaliso fought to maintain a strict cap on capacity expansion projects, instead focusing on the repair and rehabilitation of existing roads and bridges. This “Fix-it-First” policy has become a significant component of New Jersey’s Smart Growth agenda.
Fiordaliso led the development and rollout of the Department’s Future in Transportation (NJFIT) initiative. NJFIT is intended to end a reliance on highway widening as a solution to congestion by linking transportation and land use planning.
Fiordaliso was centrally involved with other congestion relief measures including the implementation of Governor McGreevey’s initiative to double the number of Transit Villages and double the Park & Ride capacity in New Jersey. He worked to develop innovative solutions to prevent congestion and sprawl on the Route 57 corridor in Warren County and also oversaw the re-writing of New Jersey’s arcane Highway Access Code to close loopholes exploited by developers to advance sprawl development.
Prior to his service in state government, Fiordaliso was the Associate Director of Government Affairs for Princeton University. He managed federal legislative affairs for the University – which receives over $150 million annually in federal research dollars. He played a prominent role in representing the University’s U.S. Department of Energy-affiliated research laboratory before Congress, the Executive Branch and Federal agencies. This work was especially rewarding as the Princeton Plasma Physics Laboratory, a global leader in plasma physics and fusion research, has a number of important applications for future energy production and security.
Fiordaliso began his professional career as an aide-de-camp to Congressman and then-Senator Bob Torricelli. Fiordaliso rose to a senior policy position, advising and representing the Senator on key policy issues. He helped deliver millions in annual federal appropriations to New Jersey for the revitalization of urban parks, the deepening of New Jersey’s ports, the rehabilitation of New Jersey’s beaches, and the preservation of farmland and the protection of the threatened Highlands region.
Fiordaliso’s signature achievement during his tenure was playing a pivotal role in the Senate’s passage of the School Environment Protection Act (SEPA). Unanimous passage of this landmark legislation represented the first time that the chemical industry and advocacy groups had reached consensus on notification requirements related to the application of pesticides in and around schools. Fiordaliso handled all facets of this legislative effort, including leading negotiations among stakeholders, assisting in the bill’s drafting, working closely with Senate leadership to secure support, and solidifying final agreement on the bill by securing written support of representatives of the chemical industry and the advocacy community.
Fiordaliso also led the effort to bring to the Senate floor an amendment to ban deadly steel-jawed-leghold traps in the United States. This important species protection measure was supported by a multitude of advocacy groups and resulted in a spirited floor debate in the Senate.
Born and raised in Essex County New Jersey, Fiordaliso earned a Bachelor of Arts from Gettysburg College. Today he lives with his wife and two daughters in New York City.
William Goetz
William G. M. Goetz is Resident Vice President with CSX Transportation, a company operating the largest railroad in the Eastern United States.
Mr. Goetz’s entire professional career has been in the freight railroad industry, spanning over thirty years with Consolidated Rail Corporation and CSX Corporation. Among his accomplishments are a network of modern railroad terminals constructed between 1993 and 2007, several public-private partnerships, and agreements to improve public safety and community relations in urban areas.
Mr. Goetz is a board member of the Schuylkill River Development Corporation in Philadelphia. He is also a board member of Transportation Research Forum’s New York City Chapter and member of New York University’s Rudin Center Transportation Council.
Recognizing his involvement with public education, he is the honorary principal of Public School 26 in New York City.

Richard M. Larrabee

Richard M. Larrabee is the Director of the Port Commerce Department of The Port Authority of New York and New Jersey. He oversees the management and operation of the major marine terminal facilities within the Port of New York and New Jersey, the largest port on the East Coast of North America, which handled 88 million tons of cargo in 2008, and approximately 5.3 million teu’s (twenty-foot equivalent units). Joan was appointed by Acting Governor Richard Codey to the New Jersey Employment Security Council. She serves on the executive committee of the U.S. Chamber Foundation and Nation’sPort. Joan also serves on the Boards of Maser Consulting, the Center for Civic Responsibility and the Clean Communities Council. She served on the Economic Development Authority Board and the Board of Elizabethtown Water Company until its sale to Thames Water UK in 2000. She has served on the board of the U.S. Chamber of Commerce and was the first woman to chair the National Board of Trustees of the Institutes for Organization Management, a continuing education program of the U.S. Chamber.
Prior to accepting her position with the New Jersey Chamber of Commerce, Joan spent eight years as the first female president of the Morris County Chamber of Commerce and ten years managing chambers of commerce in Rhode Island.
